Edit 2025-02-28 (see comment below): The construction work was finished in June 1974 (source) . Therefore the photo is likely from late 1973 or early 1974.

I think the photo may have been a postcard to commemorate the Kai Tak Airport era. The year shown is not correct as the runway extension was completed in 1974 and in use in the same year.
