Hello Mike, this farm photographed in 1983 could be the same as the one in your photo.  There are several similarities between the two.  The vegetations on the hill have grown after 20 years, the topography, and both were by the water.   The buldings look different, but then, the 1983 photo could have captured only the building further back.  I think duck farms might not have been permitted, then, to operate in streams/tributaries due to concerns about water contamination so in an inlet would be a viable option.  This farm was located near Shek Chung Au checkpoint on the north shore of Starling Inlet.  All comments and corrections welcome.  Regards,  Peter
