Not sure of the context here at all. I think the photo was taken in the early 1950's. My father, Alan is just left of centre. He may have been in the Home Afairs department at this time? (He worked for several Govt. Departments during his career with the HK Government). I leave it up to the Gwulo detectives to fathom it out?

Group Photo with Alan Bails
I would speculate that it was a staff gathering of the Fishery Marketing Organisation some time in late 1950s or early 1960s. The attire of the group resembled civil servants rather than philanthropists of Kaifong Associations. One distingusihed-looking person with spectacles & suit at the front next to the European, looked like Wilkie Wu Wai-kei, a former outstanding civilian staff at the British Army Aid Group HQ at Kweilin, who was awarded the King's Medal for Courage for his war services. A teacher pre-War, he worked at the FMO post-war. He acted as an interpretor for Sir Lindsay Ride during Post-war BAAG Reunions.
