After searching Wikipedia, I think he might be Erich Gühler who is the commanders of the East Asia Cruiser Squadron

Yes, it´s Rear Admiral Erich Gühler in Hong Kong

(*06/02/1859 - +21/01/1911)

The first German text goes:

K. Admiral Gühlers letzte dienstliche Meldung in Hong Kong - "Rear Admiral Gühler´s last official business in Hong Kong."

What happened next is written in the second text:

Konter-Admiral Gühler stellt sich dem Gouverneur von Hong Kong vor. An Darmtyphus während der Bettlagerung infolge Beinbruchs, im Hospital zu Hong Kong gestorben. - "Rear Admiral Gühler introduces himself to the governor of Hong Kong. (Soon afterwards) he died in the hospital at Hong Kong off intestinal typhoid being bedridden after he broke his leg."
A Tragedy! The picture seems to be the last one of the poor Admiral.

The news kiosk in the foreground had been bugging me in identifying the photo. HF's photo is of Hong Kong and shows the buidlings to the west of Blake Pier (right of photo) and past the site of the General Post Office.
