The background was the Victoria Harbour alright. The kids were on the Sun Deck of a HYF ferry, probably one that was going to one of the outlying islands. For Ferries with a Sun Deck, it would most likely either going to Cheung Chau or Silvermind Bay.
For what it’s worth, the boy in the photo is wearing a jacket with a Seafair Minor Hockey crest on it. That means the jacket, if not the boy, is from Richmond, British Columbia.
