1954 HQLF Christmas Party

I can now date this party at HQLF as being Christmas 1954,  the decorations include Santa Claus and the effigy seen here,  my husband has labelled photos of the effigy on its own as 'what a guy'  but obviously it can't be Guy Fawkes at Christmas.  David suggests it could represent a spy as my husband was in "G" INT any other ideas?

My husband has identified a Capt Storey, a Major Bussell and G 51  George.  The G 51 George refers to the effigy so maybe the first G is as G in 'G' Branch?
