This is the same building my grandma and I went to apply for my "swear-birth" certificate. She was the only adult available at that time to apply on my behalf for such a document. It was as good as a birth certificate to prove one's age in order to apply to enter school. Grandma was weak in communication but the desk clerk, a woman, was most helpful and we got what we applied for.
That was such a long long time ago.
