The architect PLL Biau was Pierre Lucien Louis Biau, born 11 July 1892 in Bordeaux, France. I found him on a couple of juror's lists on this site from 1939-1941, listed as Proprietor, J Lebon & Co, Dina House, Duddell Street.  He formed the Free France Committee in Hong Kong on 8 August 1940, but had to step down as its Chair, in favour of Emile Fouliard, due to his "controversial past".  I see Constantin Kluge exhibited portraits of Mr & Mrs Biau in his art exhibition at the Gloucester Arcade in February 1949.  PLLB  died in Tebessa, Algeria on 22 February 1960, aged 67.
