I have pictures taken by my Grandfather (Sidney Hill) travelling back home from Shanghai (between the wars) of these buildings.
The resolution is not great, but they clearly serve some sort of administration function. Note the large sign beside the house/office (in French?) and the very impressive flagpole. There are steps down to the water and a landing jetty.
The trees around the buildings are larger in the my Grandfather's shot, but he did not go out east until after he was de-mobbed from the navy after WW1.
Although it is irrelevant to my Grandfather's story, I would be interested if anyone can better identify the location.
