Interesting to note the location of the traffic pagoda at the junction. A a few hundred metres further south at the junction with Hennessy Road there was another traffic pagoda and policeman directing traffic. Not sure if this particular traffic pagoda was removed as it does not appear here
The photo also captures the temporary parking arrangement of vehicles in the centre of the road.
I vaguely remember the northern section of Paterson Street was like that back in the mid 1960's, with cars parking at an angle to the middle line of the street, from the sea front through the junction at Kingston Street. The sidewalk was not that wide back then.
My memory is not that reliable, I guess,. I was just a kid then.

Traffic Pagoda
It's also possible the pagoda was put there specifically for the film - I guess other images from the time might shed some more light on it.

Paterson St
T, I have a film grab from 1965 that shows exactly what you described on Paterson St. I'll upload later.
