Based on the width of the two way traffic in the photo, this should be the 1970's, after the Cross Harbour Tunnel was inaugurated. Watson's Building as shown was still the factory building for their software drinks back then.
The small buildibg in the foreground would seem to be the station of the Water Service that provide water to boats at a fee. There is still such facilities around. One such in Sai Wan Ho, not too far away from the ferry pier.
In the background, if you zoom in, you should be able to see the new Ping Shek Estate, and the older Choi Hung Estate. The first two blocks of Ping Shek Estates was built in 1970. The later towers were built in 1973.
