According to this website (there is a photo of the inauguration book of the building with a date of 28th September 1971). I vaguely remember the badge of the Association was on the wall facing the race course, before the renovation for Valle Boutique Hotel.
The building inauguration coincide with their Golden Jubilee.
The Tsung Tsin Association is the biggest Hakka association in town, formed in 1921. Among the founders was 賴際熙, who also founded Hok Hoi Library.

I believe the hotel folded at least two years ago. The site is sort of vacant, save the bar\restaurant at the back.
