Fourth letter may be a "T" but rest of the rock is missing
For what it's worth I had a search through the vast Macanese Family Tree based upon Familias Macaenses by Jorge Forjaz edited and supplemented by Robert Francis Leitao and the name "Jose Ris..." is not on the list of names.

I've added the location and coordinate.
(Location: Near Old Victoria Peak Radio Station and RAF Batty's building)
This stone may commemorate the RAF serviceman.

I agree we can read 1851 or 1857 so unlikely to be the RAF.
The shadows in the picture plus erosion render the text difficult to see clearly but do we have
JOSE and then perhaps RISE ?

Interesting inscription. If the year 1851 is correct, it is certainly older than the first roads and houses on the Peak.

There is John JOSE listed in Jurors names as a hotel keeper (the Commercial Hotel) during the 1850's.
If not RISE then perhaps RIDE ( if Lady Clementi could have one, why not John JOSE ? )
