The image is that of  Kwong Fuk Road in Tai Po Market in the aftermath of Typhoon Wanda in 1962.  The multi-storey building being constructed near the right definitely confirms that it was in the early 1960's. 

The Chinese characters 百事可樂 on the board hanging on the building stand for Pepsi Cola.

Will this help estimating the year this picture was taken? Could it not be before WWII?

What's the name of the hill in the far left with a building on top, was it a police station where Green Hub is?

The havoc of Typhoon Wanda which caused these boats to be blown over onto Kwong Fuk Road happened in 1962. I'll endeavour to upload a different photo also showing the house with the Pepsi Cola ad. I was born in TPM and I went through the 1962 typhoon when I was just beginning my teenage years. So I can say I'm a bit of a 地頭蟲 from Tai Po Market in the 1950-1960 era. The multi-storey (taller than 3 storeys) construction could not have begun in 1960, let alone pre-WWII.  I should know better.

Here is the photo, now viewed in the same direction as the one uploaded by Orapiu originally, but from the other side of the road, i.e., from the watercress fields.
