That seemed to read 潮州八邑義 with another word burried under. Likely the other word may be either 山 or 塚. Seemed to be a marker of a charity graveyard for the 八邑 villagers of 潮州.
Kai Lung Wan area (including the Wah Fu Estate side, used to be a big cemetery. Even on the HK Trail side, there may still be graves around.
