As identified in the comments below, this is the view from Pearl Island looking back towards Lok On Pai. The fortress in the background is actually superimposed. In the series it is used as the border between HK and China.

The photo is too small with too little details.
Other than the Jack the other flag looks like the former HK Flag alright, with that white circle and the seal in it .......
As for the two chimneys....... the only plant to have two very tall chimneys was the distillation plant at Lok On Pai along Castel Peak Road, which was very close to the Barracks. I wonder if the so called bridge/causeway was the one linking up Pearl Island. Pearl Island was once a British Military establishment, right?
But we need more details to verify.

T, I have to say this is very impressive, I think you have nailed it. If the power station was at Lok On Pai where the car park is now (Tsing Fat St?), then tha would mean the angle is pretty much spot on and we are looking towards the mainland from Pearl Island. Here is a couple of extra shots.

The chimneys just rang a bell but I am still sort of uncertain. I was just counting the other plants with chimneys at the time period and only Lok On Pai Distillery remained.
The then Apleichau HKE plant had five. The CLP Chingyi plant also seemed to have five. Tap Shek Kok CLP plant was not in production back then, or was only partially operational.
The IMDB did mention the show was on location somewhere in Hong Kong. If you are a IMDB Pro subscriber you might be able to get a bit more information there.

Reclamation work and shoot date
Looking at maps of the area - it seems that the reclamation was done between 1985 and 1987: http://www.hkmaps.hk/mapviewer.html
On one of the screenshots it shows only a partial completion so my guess is that the scene was shot in 1986.

yes, you are correct, I subsequently spoke to someone who worked on the production and they confirmed in was shot in 1986.

Pearl Island causeway
I stayed on Pearl Island for a while late summer/early autumn 1986. By then, the Beaulieu Penninsula development on the adjacent point of land had already existed for some time. The highest point of the "castle" is roughly where a friend's home is located & the "castle" is the only thing in this photo that is out of place.
