I am open to all suggestions. I was actually up there again last Sunday but was interrupted by the thunderstorm warning and the quickly darkening sky, and a wild boar encounter nearby. I guess I have to go there again and try the ND filter trick with a tripod on long time exposture and see if it would work. Maybe I would try your tinfoil method too.
No, not yet. It is a bit further west from your street view location. The stone is very close to a wooden storage box of sort. The stone is a bit off the track, on grass.
Went there again last Friday and the stone is sort of wet that day. It would seem to be really a HEC marker after all. But this time th enumber could not be seen clearly.
What a coincidence! I've been there on the same day. I just stepped on the platform of the ruin next to 11 Plantation Rd when it started to pour.
I went to look for this HEC stone in the afternoon, the ground was still soaking with rain. This stone was quite easy to notice, just wonder if there are some more.

Looking at https://www.hkmapservice.gov.hk/OneStopSystem/map-search# I don't see any lots marked out along that section of Harlech Road.
Could it be an H.E.C. marker for electric cables instead, something like the one Moddsey describes: https://gwulo.com/comment/35186#comment-35186
