It seems that R.R. Todd should be Ronald Ruskin Todd (1902-1980), the deputy financial secretary at the time of occupation and later, the Chinese Affairs General from 1949 to 1955.

Madge Winifred Griffiths age 22 travelled to Hong Kong with her  mother and sister in 1931 and returned to UK from Australia with her parents in 1945. Her father was a master mariner.

His posts include the chairman of the sanitary board, responsible for the hawker license, and also deputy financial secretary. During his tenure, he distributed 1 cent paper notes.

His final and the most important post should be the secretary of Chinese Affair. He retired in 1955
