electric sub-station, with quarters on the upper floor for the resident engineer?
The other electric sub-stations I've seen look a lot plainer than this, so I'm not sure it could have been one of those.
With the big door at the front it could have been a garage, possibly for whatever big house stood here before the one large plot was split into the multiple smaller plots we see today.
