He was born at Carate Brianza, Italy, but as he held a Vatican State passport which meant he was spared internment by the British during the Japanese attack. Up until then partly because of his good relationshp with the authorities neither he nor his priests had been interned inspite of the state of war between Britain and Italy On the Japanese attack the 15 priests were held in Stanley Prison, ostensibly for ther own safety. Because the Japanese recognised that they confined themselves to pastoral work, both Valtorta and his priests were allowed to remain uninterned even after Italy had abandoned the Axis,

Both the Catholic Bishop Valtorta and Anglican Bishop Hall were mentioned being included in the BAAG scheme, MILKERS & CALVES, to negotiate for the release of women & children at Stanley on humanitarian ground.  The BAAG FIGS Group G operation involved Fr. Casey & Fr. Joy of the Irish Jesuits of Wah Yan College.  The operation was abandoned.  Fr. Casey & Joy were arrested and detained for several months, probably due to unrelated suspicion.
