The ' white hats ' are in fact white cap covers.Three of these four are wearing World War 1 Campaign medal ribbons.Can IDJ make out any of the collar numbers,if so I may be able to identify the individuals ?
Unfortunately they are not readable. This image is cropped from a much larger scene. In related images that also include the policemen, such detail can not be read.
