Perhaps the most well-known Kotewall in HK was Mr. R.H. Kotewall (1880-1949) CMG, JP.

I had a Chinese book at home "香港中區街道故事", published by 三聯書局 Joint Publishing (HK) Co. Ltd. ISBN 962-04-0733-4 (1989), which says Mr. Kotewall was a Chinese called 羅旭龢, born in HK, studied in DBS and Queen's College. He named himself RH Kotewall. He served in the Police Department and Magistry.

He was also a member of the Legislative Council in the 20s. (http://www.legco.gov.hk/1927/h270225.pdf)

He registered his comapny in 1951, doing audio/visual business and was disolved in 1955.

Because of his contribution to the society, Kotewall Road on HK island was named after him. And of course, most of us would still remember the 1972 landslide on Kotewall Road. (http://www.panoramio.com/photo/61795465)

Thanks Raymond. I think this is the same person Harry Ching mentions, as he paid Harry to write his biography.

You wrote:

Is there a mistake with those dates? He died in 1949.

There's also some brief information about him on Wikipedia:
