According to the Postmaster General, Mr. E. I. Wynne Jones there were several bags of mail that were received at the General Post Office prior to the surrender on 25 December 1941. The mail had yet to be delivered locally or overseas. To resolve the problem, a wooden chop was specially made to indicate on the covers that the letters had been delayed from December 1941 to September 1945. Mr. Wynne Jones said "philatelist recipients of one of these covers will be in seventh heaven as they will be quite unique." China Mail 11 September 1945 refers.
