Where is it? The Peak? Or somewhere else in Hong Kong?

The photo I have posted up is an original photo from a 1910s album. All photos in the album are about old Hong Kong pictures. I wonder if anyone has any ideas on where this picture was taken.
I climbed that staircase once or twice myself when I stayed on the island for a few months in 1998. There are railings on either side, and kids used to slide all the way down on their way home from the school at the top.

Yes, I saw that on E-Bay a while ago, It looks like a picture that was taken on the way to Hong Kong, as a complete guess I would say South Africa.
