This is not their first location. The site was inaugurated in 1976.
The Association was first established in November 1949, when there was a influx of refugee. Back then, the Social Welfare Department had not been established yet. The HK Government then encouraged districts to establish their own self-help\welfare organizations to help dealing with welfare and disaster situations.

Not well documented. I think the building is likely older than 1976. A welfare centre appears on the 1958 map at: https://www.hkmaps.hk/viewer.html
