On maps from the 1960s this is marked 'U.S.D. Training School'. (e.g. Map: 1963.5 Hong Kong at https://www.hkmaps.hk/viewer.html)
It looks to have opened in 1960, based on a discussion in Legco on 15 June 1960 about the 'HAWKER CONTROL FORCE BILL, 1960', https://www.legco.gov.hk/1960/h600615.pdf :
| With the assistance of Police Officers seconded to the Urban Services Department, the basic plans for recruiting, training and disciplining a Hawker Control Force have been laid and the necessary Training Camp in the form of the old Army Camp at Brick Hill (beyond the Police Training School) acquired and put in order. In addition, barrack, office and storage accommodation has been planned in a number of the new Markets which the Urban Council hopes to build over the next few years. |

Hawker Control Force training camp Brick Hill
I worked in USD on amongst other matters hawker control 1976-8. This camp had certainly gone by then--to permit development of Ocean Park maybe.
In the early 70s the Urban Council reversed its plans to create a disciplined Hawker Control Force and switched to General Duties Teams of labourers etc instead. HCF remained in charge of hawker control matters on HK Island but gradually their numbers were reduced as they transferred away to other duties.
