The site is controversial. The then British forces commander General Sir Richard Erskine Ward, GBE, KCB, DSO & Bar, MC (15 October 1917 – 11 August 1989) bought the site for $10 in the late 1960s or early 1970s and built a bungalow there. The the bungalow was completed in 1973. It changed hands to subsequent commander in chiefs for $10 each time until it was sold to Swire before the handover 9.28 million dollars. This was 'exposed' by the SCMP in a piece in 1999.
Nobody knows where the money had gone to. The site is now exclusively being used by Swire upper executives. Only means going there is by boat.
On the other hand, the piece of land involved is exactly where the bungalow sits on (DD271 387) . The pier, the small lawn, walkways seemed to be all on Government Land.
