Concrete footprints

The origin and purpose of these concrete footprints has long mystified me. 
 
They are located about halfway along the Rotary Park Nature Trail that connects Chuen Lung and Rotary Park (at the base of Tai Mo Shan Road), about 20m along a concrete path to the northwest that leads to a grave about another 20m further up the hill. 
 
There appear to be 16 pairs, on rough rounded concrete bases. They may be associated with the grave site in some way but don't obviously appear to be. They don't serve any practical purpose. They face away from the grave (quite a distance away) and south, towards the harbour roughly between the Peak and Lamma, although if that's meaningful any sea view is now completely obscured by forest.
