Heavy draw-off hydrants were installed under the Kai Tak flight path and other high risk locations between 1962 and around 1971. This one on a traffic island at the junction of Waterloo Road/Argyle Street was probably one of the original 14 that were installed as a high priority between the airport and Tai Hang Tung Road in Shek Kip Mei.
