H. M. Prison Tai Lam opened in November 1958. The Prisons Department took over the workers' quarters and bungalows for engineers engaged in the construction of the Tai Lam Chung Reservoir Dam.
It was Hong Kong's second open prison after H. M. Prison Chimawan which opened in December 1956.
