The temporary Coal Storage Ground at Blackhead Point appears in the 1930s. It was located on vacant government land on the waterfront, northeast of Holt's Wharf and east of the KCR train tracks opposite to the junction of Salisbury Road and Chatham Road. Formerly used by the KCR as a surplus coal yard but was leased in 1931 to a Japanese firm, Mitsui Bussan Kaisha as a coal store.

After the public uproar, the lease for the Japanese firm to store coal was terminated on 5 October 1933.
