Li Hongzhang (李鴻章) was the most famous minster in the final years of the Qing dynasty. He was one of the people who saved the Qing dynasty by suppressing the Taiping Rebellion. After the signing of the lease of the New Territories for 99 years, there were clashes between British soldiers and New Territories residents. Qing dynasty also wanted to retain control of the Kowloon Walled city. Therefore Li Hongzhang, on his way to assuming his post as the governor of Guangtung and Quangxi, he visited Hong Kong to resolve these issues. Not long after that, the Boxer Rebellion broke out in Peking. Empress Dowager declared war on the Western Allies. When the edict reached governor Li, Li openly defied the order with the reply: This is a "confused" order, Guangtung and Quangxi won't accept it.
