Para.100(vi) of the 1911 PWD Report talks of the start of construction of a ten feet wide road starting between the Peak Hotel and the Peak Tram Upper Terminus then running along the north side of the hill to Plantation Road.
Para.101(a) of the 1912 PWD Report mentions that additional retaining walls had been constructed to reduce the risk of landslides.
Although neither of the above Reports names the new road, only Findlay Road fits the description. Partial corroboration exists in that Findlay Road does not appear on the 1909 map, but is marked on the 1912 map, although still unnamed.
