Some websites date the footbridge to 1963 or '64, but a now-defunct page on (the owner) HK Land's website said "In 1965 HongKong Land became the first developer to construct a footbridge over a major public road - the Chater Road Bridge - so guests of The Mandarin could directly access to Prince's Building's shops and offices."

Following your leads I also see a photo caption on p.206 of Hongkong Land at 125: 'In 1965, Hongkong Land opened its first footbridge over Chater Road, joining The Mandarin to Prince's Building.'
