R.O. Hutchison was educated at Rugby School, and later, Oxford University.

He came to Hong Kong as a cadet in 1904. He served as  posts below:

  • Assistant Registrar General and Deputy Registrar of Marriages, 1907 (GA 1907 no.59)
  • Head Of The Sanitary Department, 1908 (GA 1908 no.855)
  • Member of board of examiners, 1909 
  • First Assistant Registrar General, 1909
  • Member of the Recreation Grounds committee, 1910
  • Head of Sanitary Department, 1910
  • Assistant District Officer for the Southern District of the N.T., 1910
  • Superintendent of Imports and Exports,1911
  • ADC to the Governor, 1914

He was awarded MBE in 1918.

He drowned when he was in the trip of  hunting with his colleague, D. W. Tratman, in 1920.
