There were slaughter houses in Victoria (first time entry in 1871 in the HKGRO) before the Kennedy Town Slaughter House was built.

It looks as if this is a photo of the brand new (unoccupied) slaughter house.
As noted here in the Sanitary Superintendent's Report for 1895, mention is made that the Slaughter Houses at Kennedy Town were opened on 1 January 1895. China Mail 4 June 1896 refers.

The proposed building plan of the new Slaughter Houses and Pig and Sheep Depots at Kennedy Town can be read here in the China Mail dated 7 July 1892.
Description
1. Upper or Westernmost Terrace ( 3 Blocks)
a) Block 1 - Cattle Lairs, Cattle Slaughter House, Sheep Lairs, Sheep Slaughter House and Jewish and Indian Slaughter Houses;
b) Block 2 - Cooling House and
c) Block 3 - Pig Lair and Pig Slaughter House
Overhead 'travellers' (rails) are provided between the Slaughter Houses and the Cooling House for facilitating the removal of carcasses.
2. Second Terrace comprising Pig Sheds and coolie quarters
3. Third Terrace consisting of Sheep Sheds, offices, latrines and coolie quarters.
The whole of the buildings is proposed to be built with red Canton bricks with stone dressings.
