Archival Re-Evaluation: Did Kwan Yun-fat (關潤發) Teach at Central School at All?
Author: [Lau San Ching]
Primary Source Contributor: Ian Shen, great-great-grandson of Kwan Yuen-cheung and keeper of the 1937 Yuen-Cheung Kung Family Genealogy (《元昌公家譜》)
Executive Summary
For generations, family lore and the physical epitaph of Kwan Yun-fat (關潤發 / 關學榮, 1835–1901) have anchored his historical legacy to the Government Central School (中央書院 / later Queen's College), claiming he held an assistant master’s post there for "over thirty years." However, when we cross-reference the complete lack of his name in the Civil Establishments (1874–1902) with a critical, verbatim reading of the 1878 Hong Kong Education Report, a radical new historical truth emerges:
Kwan Yun-fat may never have taught at the Government Central School at all.
Instead, the "thirty years" of celebrated English teaching recorded on his tombstone likely took place entirely within the thriving, highly successful network of independent private vernacular schools that he and his fellow mission-educated peers ran across Hong Kong.
I. Decoding the 1878 Education Report: The Private School Revelation
The breakthrough comes from a precise, un-simplified reading of the 1878 Education Report (relative to the Teaching of English). In this document, the Inspector of Schools and the colonial administration were evaluating a major educational crisis: the Government Central School was failing to produce fluent English speakers despite its massive budget, while a shadow network of local, private Chinese-run schools was thriving.
The report explicitly states that independent private schools, managed entirely by native Chinese masters, were teaching English remarkably well—often outperforming the formal government-aided tracks.
- The Educational Entrepreneurs: These private academies were run by the brilliant, bilingual first generation of Chinese Christians who graduated from Rev. James Legge's Anglo-Chinese College (Ying Wa).
- The Dynamic: Rather than subjecting themselves to the rigid, low-paying, and culturally restrictive confines of the British colonial civil service, these elite scholars realized they could make a far more impactful (and independent) living by setting up their own vernacular private schools. They taught practical, high-grade commercial English to the sons of Hong Kong's booming mercantile elite.
II. Stripping the Prestige Layer from the Epitaph
If Kwan Yun-fat spent his life as a prominent, independent private schoolmaster, why does his epitaph claim he held an assistant master's post at "Queen's College" (皇后大書院)?
This is a classic case of retrospective prestige-mapping common in late-Qing and early-Republic Chinese epitaphs (墓誌銘):
- The Institutional Umbrella: To the general public and to later family descendants writing a tombstone inscription in 1901, "Queen's College" was the supreme, towering symbol of English education in Hong Kong.
- The "Assistant Master" Reinterpretation: If an independent scholar like Kwan Yun-fat frequently sent his top private students to pass the Central School entrance exams, or if he co-operated with the school as an external vernacular examiner or community educational consultant, family scribes would easily compress this lifelong association into the prestigious phrase: "holding an assistant master's post."
- The Literary Proof: His epitaph explicitly praises him because, while his classmates grew rich as treaty-port interpreters, he chose to 淡榮利、安儒素 (remain indifferent to fame and wealth, content with a simple scholar's life). This description perfectly matches an independent, self-employed private schoolmaster who proudly ran his own academy on his own terms, refusing to chase the colonial stipends or rank of a government-enrolled Civil Establishment employee.
III. The Complete Resolution of the Timeline Deadlocks
Shifting Kwan Yun-fat's identity from a "Government Official" to an "Independent Private Schoolmaster" beautifully unties every single chronological deadlock we have encountered in this research:
- The 13-Year-Old Impossibility: He could not have been a monitor or assistant master at Central School at age 13 in 1848. But he could have begun assisting or tutoring in local, private family schoolrooms as a bright young student, eventually establishing his own full private practice as a young adult in the 1850s.
- The Civil Establishment Blank Spaces (1874–1902): He is completely missing from the government payroll because he was never a government employee. His income was derived strictly from the private tuitions paid by the Chinese families who flocked to his independent academy.
- The 1878 Alignment: He is invisible as a state teacher in 1878 because he was one of the very private masters the 1878 report was celebrating for running a school that "taught English well" outside the government's direct control.
Conclusion: Restoring the Independent Educator
By rejecting the lazy assumption that every early Hong Kong English teacher must have been embedded inside Queen's College, we discover a much more profound historical figure. Kwan Yun-fat was not a cog in the British colonial bureaucratic wheel. He was part of a proud, independent vanguard of Chinese Christian intellectuals who weaponized their Western bilingual education to build their own autonomous institutions.
This post officially unties the knot: Kwan Yun-fat's thirty years of teaching were spent building the minds of Hong Kong's elite from the free platform of the private schoolhouse, leaving his brother Kwan Yuen-cheung to anchor the local medical scene, while he quietly educated the colony from the outside.

An announcement from Guanxiao Study Hall states that the Guanxiao Charity Study Hall was established through donations from Mr. Lu Guanting and Mr. Chen Xiaoyun. It specializes in teaching English language, literature, mathematics, and machine typing in the evenings, a curriculum found particularly convenient by business people.
Having operated for three years with remarkable results, the number of students has been increasing daily. Due to limited space, the study hall has been unable to accommodate all applicants. To meet the expectations of enthusiastic learners, it is now planned to offer day classes in addition to the existing evening classes, starting this year.
To revitalize the school and address all aspects of its operation, new teachers of excellent character and scholarship will be hired. This expansion, however, requires significant funds, and if not managed properly, it may be difficult to sustain. After collective discussion, it was decided that a fee of one yuan would charged per class for both day and night sessions. Any financial shor be tfalls will continue to be covered by Mr. Chen, and all courses will remain under his supervision. This modest fee, unlike the tuition charged by other schools, is a flexible arrangement intended to fulfill the school's obligations.
The study hall remains located on the third and fourth floors of the old site at No. 78 Nanbeihang Street. The school will open on January 26th. Those interested are requested to register early at the China Merchants Steamship Company's port and inquire about all courses and regulations. This announcement was issued on the fourteenth day of the first month of the Guangxu 31st year by Guanxiao Charity Study Hall.

Clarification Regarding Entrance Examination for Government-Fund
**Clarification Regarding Entrance Examination for Government-Funded University Students**
Yesterday’s newspaper published an official notice from the Civil Governor, claiming that we failed to comply with school regulations and privately took the entrance examination.
We maintain that prior to the examination, the University had issued no notice forbidding current students from taking the exam. Furthermore, when attending the exam, we personally requested permission from the Civil Governor, who explicitly granted us equal permission to sit for it.
Now, given the statements in the recent notice, we feel there is a risk of serious misunderstanding. As this matter concerns our reputation, we hereby issue this formal clarification.
