I can't help but notice that this Pier is not in the Youth Village. The Chinese YMCA has a map for the Youth Village here, and it doesn't include this pier but instead labels it as "Wu Kai Sha Pier". I have once visited the site and the YMCA Youth Village does not enclose this pier in their fences. May I ask you to verify the name of this pier?

Back in 2001 The Government decided there is going to be a new Pier in Wu Kai Sha.  Reconstruction started in late 2002.  CEDD cited in a report that the new Wu Kai Sha Pier will be completed in the fiscal year of 2005-2006.  It would be a public pier.

Looking at https://www.hkmaps.hk/viewer.html the earliest view of this pier is the aerial photo in layer 'Map: 1963.2 Aerial Sur'. The pier in 1963 was basically the same size and shape as the current pier.

The photo also shows the camp buildings, but without any road access, so the pier would have been essential for access to the camp. I guess the YMCA no longer needed the pier once the roads reached the area.

Yes, the shape looked the same.  However the canopy doesn't look turn-of-the century-ish.  I vaguely remember it had a flat top back in the seventies when I went there for camps.  The Kai To back then was a wooden motor boat, a little bit smaller than the ones Tsui Wah is using today for various routes in Tolo Harbour.

That likely mean a bit more digging is required to find out if the canopy had been a recent built.

That at least doesn't look like the Government pier.  At this stage unable to use the islands and skyline to identify the locather either.  I am not familiar with the shoreline of the Tolo Harbour in any case.

ps   After looking around using Google Earth, I guess the island in the Wiki photo might be Centre Island.  The broken wooden pier may be not too far away from the concrete pier.  Need to go there to confirm though.

pps  Went to the Pier before it pours.  Confirmed the island should be Centre Island.
