Yes, sort of like that. This way, your place would show up if either of the tags are present in searches, provided the tags are also being used by others. On the other hand, if an existing of the area\street\item is already in the system, you should use the existing ones.

Suggest to add the name of the road as a tag of your place\photos. This way the tag may correlate to other references and show up on Places.
