One clue I use is the shop signs on the far right. Based on a clearer version of the same photo, the two signs on high appear to read 太元茶居.

So this is at the address of 40 Queen's Road West [1] today. If by google street view, a laundry shop resides now near that road turn, just opposite Queen's Terrace Tower 3 on Queen Street. Context appears consistent.

On the far end of the photo, it shows how the old buildings adjacent (east) to Queen Street look then.
