Just what is a Hong Kong V.B.P??

The newsprint text is a bit garbled describing the floors.

The sub-editor must have been asleep.

Probably this is the description of the floors via the zoom function at top left of the post :

The Cathay occupies the entire top floor of the King's Theatre. Take the seats out of the stalls of the cinema house and you have some idea of the size of the parquet floor specially laid down for dancers.

V.B.P. is still a mystery!

Presumably 'V' is 'Very'

'P' could be person?

Perhaps - Very Best People/Persons/Patrons. I did note "Patronage" in another headline for the Cathay Ballroom.
