A letter to the editor in the SCMP in the early 1980s complained that there were no miniature railways in Hong Kong available for taking children for rides that are common in the USA, Europe and Australia.
It seems that Luna Park had one in the 1950s. The locomotive looks like a USA manufactured 'CAGNEY' type specifically designed for use at fairgrounds
