Coastal settlement presumably somewhere in the New Territories showing distant mountains across the sea. This follows on from frame tagged 47-28-17 which shows more foreground.

Initial impressions - Though fuzzy, I think the island in the distance is Lamma. Perhaps Pok Fu Lam below.
Sam Mun Tsai headland
Hmm, actually, I think this looks like Yim Tin Tsai ( 鹽田仔) at the end of Sam Mun Tsai in Tai Po. The angle looks to have been taken from Pak Shek Kok/Ma Liu Shui area - perhaps from a vantage point on the Tai Po Rd?
Coastal Village and distant mountains
Okay - This series of photos I am uploading now are all connected to the Pagoda saga.
Dave W asked for a series of "frames" to help to locate the pagoda ie: where Roland went on his brief tour of the area while visiting new son in Kowloon Hospital. If you look at the last comment I uploaded re the Pagoda issue you will see what "frames" I am referring to which I have listed in order - this is all shown in a 1-2 minute film sequence taken by Roland.
Dave W said that Roland may have done a 'round robin tour' starting from the Kowloon Hospital. So - here we go - these are the first two (and definitely NOT crossing back over to HK island and Pok Fu Lam! - remember we are heading inland from Kowloon!
Keep an eye out for the timing tag in left top corner of the frames.

round robin trip
Suzie - the sequence of these frames seems to confirm the assumption that your dad was on a round robin trip. The frame of 47-16-16 shows Ma On Shan and the following frames with later timestamps (47-28-17 & 47-33-18) show what I believe is the northern coastline of Tolo Harbour and is probably a 10/15 minute car journey (actually probably longer, given that this was 1948) north of the previous picture of Ma On Shan. This means the sequence of the filming does so far indicate that your dad undertook a journey into the NT from Kowloon, perhaps following the Tai Po Road in a car.

My initial impressions were indeed fuzzy! Philk is right with Ma On Shan and the Tai Po Road.
Tai Po Mei/Cheung Shue Tan area
Here is a Govt picture from the early 50's that shows the full view of what I believe Mr Brooks was filming. In fact I think was from (almost!!) the exact same spot - a vantage point on the Tai Po Road where the village road leads down into the valley.
