Not quite. The big words in the middle is 滿堂吉慶, not a phrase to be used in a funeral. It is likely some celebration of sort. Cannot read clearly the smaller words on top of it. Might be about the occation, or of an organization or of the event.

ps The line of smaller words appeared to be a statement of the banner was made by a shop in Wellington Street. There is another group of smaller words on the left hand side of the banner, but they are out of focus, unable to read.
