At the height of the 1967 Disturbances, Governor Sir David Trench had to visit London periodically for consultation.  Colonial Secretary, Michael Gass, was being sworn in as Officer Administrating the Government by the Chief Justice, Sir Michael Hogan.  Looking on was the Commander of British Forces, Lt. Gen. Sir John Worsely.  Exco Secretary, Mr. Primerose, was in the background.  As Acting Secretary for Chinese Affairs, Paul Tsui (back of head in the photo) was effectively No. 2 in the Civil Administration pending the return from leave of Sir Ronald Holmes who was to act as CS.
