I've been reviewing pictures of the Star Ferries over the past few days.
That's a 1920's boat, updated with the enclosed upper deck, there are sets of 9 windows on the upper cabins (3 sets of 3).
Note the 2 windows right on the bow and stern, that is very unusual for a Star Ferry, the only one I've found that matches is "Golden Star", which was updated to diesel in 1953, so the image is probably 1953 not 1954. 
"Electric Star" did have the enclosed cabin from 1948 - I believe, has 11 windows, and none at the pointy ends.
The 1950's and 1960's ferries have 9 windows, a small one, gap, 3 big ones, gap, small one, gap, 3 big ones, gap, small one, and none at the pointy end.
