The 1879 Blue Book contains a report entitled "Crown Property (Buildings)", item 35 of which refers to "E & W Villas", presumably "East & West Villas". I can't think of any Government buildings that could be so described except Government Villas on the Peak. The same report gives "Commencement of Occupation - June 1879", which perhaps we can take as an approximate construction completion date.
