A first search didn't show him in earlier lists, but then I thought he might be there with his name mis-recorded, as I found this entry in the 1923 list:

The home address is the same, both are in a similar line of work, and it's not uncommon for Chinese names to be transcribed into English in the wrong order. The same entry appears in the list for 1922, BUT then it appears in the list for 1924 too. That overlaps with Lay Kam-fat in the 1924 list, and a person shouldn't appear twice in a list. The same name appears in the 1925 list but with a new title:
