From the useful information now provided by our colleague 1314, it would appear that this individual is the Chas. Mottram who had compiled the comprehensive Hong Kong Police intelligence report on Morris Abraham Cohen on June 26, 1931.
In the Pictorial Supplement of the Hongkong Telegraph on Saturday it was erroneously stated that Mr. and Mrs. Charles Mottram were married at St. John's Cathedral. The ceremony took place at St. Joseph's Cathedral."
