From the 1962 Hong Kong Annual Report:
The Standard Oil Company of New York, now known as the Mobil Petroleum Company Incorporated, started operations in Hong Kong in 1894 and built their present oil berth and tank farm at Lai Chi Kok in 1904.

I've changed the completion
I've changed the completion date from the 1904 shown above to 1909, based on this entry in the 1909 Annual Report for the PWD:
The Standard Oil Company’s works at Lai Chi Kok were completed during the year. Some extensions however are still being made.
tanks were also located to the north of Lai Chi Kok Beach Road
The 1956 Kowloon map indicates approx 14 oil tanks operated by Standard Oil were located on the north side of Lai Chi Kok Beach Rd, across the road from where marker is currently located.
